Natural Resources - Community Development

WCTCOG has grant funds available each year for local municipal and county governments, special districts and school districts for recycling, waste reduction projects and local environmental enforcement programs. The grants are to be used to foster projects designed to reduce the waste stream into local landfills, must provide for cooperation between public and private entities (wherever possible) and may not create a competitive disadvantage over private industry. Since 1996 WCTCOG has helped fund over $1.3 million in solid waste reduction projects. For additional information, contact the Natural Resources Department or the TCEQ web site.

An inventory of closed municipal solid waste landfill units is required to be compiled by each COG under §363.064(a)(10) of the Texas Health & Safety Code, as amended by Senate Bill 1447, 76th Texas Legislature. Per the statutory provisions, the inventory is to include the landfill units no longer in operation, the boundaries of each unit, a map showing the boundaries, the current owners of the land, and the current use of the land. The WCTCOG area has approximately 188 identified sites to date.

A library containing materials related to solid waste disposal and recycling is maintained at the WCTCOG. The library contains educational materials for schools, brochures, videotapes, TCEQ regulations and other solid waste items. The library is available for use from 9:00 am to 4:30 pm, Monday through Friday.

	Solid Waste Management The Solid Waste Management program, funded by the Texas Commission on Environmental Quality (TCEQ), includes the development of a regional solid waste management plan, the provision of technical and financial assistance to regional entities in addressing solid waste problems, and the coordination of efforts to seek regional solutions to those problems. The comprehensive planning process, which began in 1991, has culminated in a final draft of the Regional Solid Waste Management Plan that was approved by the TCEQ in 1995. All of the Councils of Governments are responsible for amending the Regional Solid Waste Management Plan.
