TxCDBG Regional Project Priorities — FY 2027–2028

WCTCOG is seeking public input on Regional Project Priorities for the Texas Community Development Block Grant (TxCDBG) Community Development Fund, ahead of the FY 2027–2028 funding cycle.

What’s at stake: TxCDBG funds are awarded to eligible cities (under 50,000 population) and counties (under 200,000 population) across our 19-county region for water/sewer, road, and public facility infrastructure projects. TDA scores applications on a 200-point scale, and 50 of those points — 25% of the total score — come directly from priorities WCTCOG sets for this region. Projects that align with our First Priority Tier receive the full 50 points; lower tiers receive proportionally fewer points; projects outside any named priority receive zero points in this category.

Why your input matters: Because this scoring category is entirely regionally determined, the priorities WCTCOG adopts directly shape which local infrastructure projects are competitive for funding over the next two years.
Public meeting: WCTCOG’s Executive Committee will accept public comment on proposed Regional Project Priorities at its regular meeting on July 22, 2026 from 12:30pm-2:00pm at the West Central Texas Council of Governments office – 3702 Loop 322, Abilene, TX, 79602. Following comment, the Executive Committee will vote to finalize which activities fall into the First, Second, and Third Priority Tiers and set the point values for Tiers Two and Three.
These regional priorities work alongside statewide scoring criteria, which the Unified Scoring Committee will adopt on September 2, 2026.
Individuals requesting to speak or address the Executive Committee during the meeting shall do so under the “PUBLIC COMMENT” agenda item. Speakers shall be required to fill out a “PUBLIC COMMENT FORM” and present it, along with any materials, handouts, or information for the Executive Committee, to the Executive Director 24 hours prior to the commencement of the Executive Committee meeting. West Central Texas Aerospace & Space Feasibility Study

The SEARF Feasibility Study is a structured assessment of the potential for aerospace, aeronautics, and space exploration-related development in West Central Texas. A region-specific roadmap will be developed to capture viable aerospace and space industry opportunities while strengthening workforce and education pipelines, enhancing infrastructure readiness and permitting capacity, and aligning with policy, regulatory, safety, and technology standards. This approach is designed to deliver measurable outcomes, including job creation, GDP growth, expansion of the taxable base, and economic diversification, while remaining fully compliant with key federal frameworks such as FAA, NEPA, DOE, and DOC requirements.

Who We Are

West Central Texas Council of Governments (WCTCOG) is a voluntary association organized to promote area-wide planning and cooperation among local governments. The mission of WCTCOG is to assist local governments to improve conditions for the health, safety, and general welfare of their citizens, plan for future development for the area, make efficient and economical use of public funds through regional coordination, to eliminate waste from duplication, and assist member governments in solving current and long-range problems.

WCTCOG conducts planning, assists in implementing plans, contracts for services with local governments, reviews and comments on grant applications, and provides technical assistance to local governments.
